The former DGP of Jammu and Kashmir MM Khajuria welcomed Prime Minister Narendra Modi saying Pakistan is engaging a proxy war.

Speaking to ANI, Khajuria said, "There are two reasons for Modi's visit to the Ladakh region. One is the political objective - elections are about to come to the state. The other reason is to boost the morale of the forces stationed there and to understand their problems."

Khajuria agreed with Modi's comments on Pakistan's "proxy war". "It is nice to see the PM also sharing our views on the matter, as far as Pakistan is concerned, because we feel that what is happening here is not a law and order situation. It is cross-border terrorism, a proxy war. I agree with what Modi says, that Pakistan engages in a proxy war because it doesn't have strength for an actual war," he said, adding that there have been more casualties and losses through terrorism than through the war itself.

Calling Kashmir a sensitive area, Khajuria told ANI, "A war has been fought here and two powers have an interest here - Pakistan and China. Also, for 25 years, Jammu and Kashmir has been seeing terrorism.
