Assam Chief Minister Tarun Gogoi on Monday expressed confidence over the Congress party forming the government in the centre for the third time after upcoming general elections, while releasing white paper on contributions of government in his state.

Addressing the news conference, Gogoi said opinion polls were different thing and they had assessed the situation on their own.

"Opinion poll is a different thing we go on our own assessment. They can give their own assessment and we can also make our own assessment. Entire country, how would I know because I am only confined to Assam and I haven't travelled a lot. But still I am very confident that we will be able to form government," said Gogoi.

India is set to hold the world's biggest elections with majority of voters, experts, and key players citing economic growth, clean governance and women's safety as key issues in a vote that would decide the fate of over 1.2 billion people.

The general elections will be held in nine stages staggered between April 7 and May 12.

Already, 814 million people have registered to vote - a number exceeding the population of Europe and a world record.

Results of the mammoth exercise are due on May 16.
