World-class Science and Technology R&D hub - the Keystone Knowledge Park (KKP) - offering state of the art infrastructure and facilities was inaugurated by the Haryana Chief Minister Manohar Lal Khattar here today.

The Knowledge Park project is a flagship and ambitious project set up by the renowned Mayar Group and it is located at Gurugram, Sohna road in the heart of Haryana State.

Speaking on the occasion, the CM said that the State Government had formulated a new scheme under which educated youth would be given employment for three years at the rate of Rs. 9000 per 100 hours of employment.

Adding to this he said that the scheme, Saksham Yuva Quota was formulated keeping in mind the high unemployment rate, and with a bid to encourage and absorb those who were employable and hard working.

However, Khattar said that Haryana has jumped to number six position in the country as far as industrial growth index goes and was slated to reach number one position very soon with the new policies his government was formulating.

However, he also said that his government had offered single window clearance for all projects and there was no red tapism in clearance and no bureaucratic hurdles.

He said that in case the project could not be granted clearance within 30 days of submission of the project, the project would be deemed cleared. This was already encouraging many entrepreneurs to set up their industries in Haryana.

Wishing the new knowledge park success, Khattar said that Haryana was indeed lucky that the project had been set up as part of a vision of the former BJP Prime Minister Shri Atal Bihari Vajpayee.

He explained that investors in KKP should be happy as KKP is a fully-developed Knowledge Park equipped with ready to move in 2,25,000 sq.ft. area in a scientific building designed for R&D and also offers Industrial plots for manufacturing.

It is a part of an integrated ecosystem spread over 170 acres for promoting R&D and manufacturing activities in multi-disciplinary areas such as aerospace, defence, Pharma, agriculture, electronics and has the unique distinction of being the first of its kind facility in entire North India in the private sector.

The promoter of the project, Chairman of the Mayar group, AK Sud, said that being a part of the special economic zone (SEZ), KKP enjoys various tax concessions and incentives provided by the central and state government for companies interested in R&D and manufacturing.

Ajit Sud welcomed the Chief Minister and explained in detail the vision and passion which went into the creation of this international standard infrastructure for promoting R&D and manufacturing activities.

He emphasised that this highly capital-intensive knowledge hub is a major step in taking forward the vision of the Honourable Prime Minister Narendra Modi, particularly the "Make in India" and "Start Up India" initiatives, as it offers a great potential for attracting huge investments into the state and generating substantial employment opportunities thereby playing a vital role in economic growth of the state.

The Chief Minister also witnessed the execution of a MoU between Haryana government and Keystone knowledge Park for making available 1000 sq. feet area for eligible start-ups financially sponsored by the Haryana government.

It is noteworthy that companies coming to the KKP will have immense ease of doing business from here as there is a large pool of scientific, technical and non-technical human resource available in the area due to the presence of various science institutions like NII, ICGEB, IGIB, THSTI, IITD, AIIMS etc including private hospitals like Medanta, Fortis and Max in close proximity.

The KKP project is strategically located with excellent road, rail and air connectivity and is close to the IGI airport at New Delhi therefore making communication faster and simpler. All government bodies for necessary approvals, financial assistance and mentoring are also in the vicinity.

Other operational benefits accruing to SEZ projects are also there such as single window clearance, custom clearance on self-certification basis and no routine examination by custom department. Financial benefits such as IT exemption on export profit and export benefits to suppliers of goods and services from domestic market to SEZ will also accrue. As GST has been enforced, all other indirect taxes will be completely abolished.
