National Security Adviser (NSA) Shiv Shankar Menon said that India hopes the crisis in Ukraine would be settled peacefully after satisfactory solution of the broader issues concerning the region.
Menon said New Delhi was concerned with the developments in the region.
"We are watching what is happening in Ukraine with some concern. We would hope that whatever internal issues are there within Ukraine are settle peacefully. And that the broader issues of reconciling the various interests involved, and there are after all legitimate Russian and other interests involved, we hope that those are discussed, negotiated and that there is satisfactory resolution to them," Menon said.
Crimea's parliament has voted to join Russia and its Moscow-backed government set a referendum within 10 days on the decision in a dramatic escalation of the crisis over the Ukrainian Black Sea peninsula.
The sudden acceleration of moves to bring Crimea, which has an ethnic Russian majority and has effectively been seized by Russian forces, formally under Moscow's rule came as European Union leaders gathered for an emergency summit to seek ways to pressure Russia to back down and accept mediation.
The Crimean parliament voted unanimously "to enter into the Russian Federation with the rights of a subject of the Russian Federation".
Menon also said that the government would ensure parliament polls were as safe and secure as possible in wake of streets clashes after announcement of the dates in April and May.
"I am not going to tell you whether it is going to be more or less violent than any other election, I would certainly hope, not. We will do everything, as the government of India, to ensure that it as safe and secure as possible," he added.
