Mocking the hospital facilities of the Telangana government after a man was refused a wheelchair as he denied to pay a bribe for it, the Congress on Saturday said that Chief Minister K Chandrashekar Rao has presented a fairly dilapidated Budget which in no way aids the common man.

"It is not a new thing for us. The Chief Minister has presented his budget, an airy-fairy budget, where they have shown lakhs and crores of rupees and claims that he has got surplus of this and surplus of that. The reality is that there is a huge corruption with this government with no relief for the common man," Congress leader Renuka Choudhary said.

She further said people of Telangana are living under humiliation and indifference by the ruling government.

"Children have died in the Niloufer Hospital there and pregnant women have lost their lives because they were not given adequate oxygen. In a historic hospital, like the Gandhi Hospital this is the treatment vetted out to people," she asserted.

She added that the Telangana Chief Minister only talks about development because talking is "tax-free".

"If you think the god is giving you a 'No Objection Certificate' by gifting the lord a golden moustache, then you are wrong. This man has used crores of rupees of common good funds to ostensibly get the blessings from the lord. But he will not waive the farmers' loan, will not look at the common man, will not get infrastructure in place and he just talks because talk is tax-free," she added.

Gandhi Hospital's apathy was caught on camera when a patient was forced to ride a toy cycle to reach the doctor's cabin on Friday.

33-year-old Raju was forced to use his child's tricycle at the hospital in Telangana after being unable to pay an alleged bribe of Rs 6000 for a wheelchair.

It is alleged that the hospital authorities denied providing a wheelchair to Raju, who had suffered a head injury in an accident and was waiting for a surgery, after he couldn't pay a bribe of Rs 6000.

Raju's wife said, "We had paid Rs 100 for five to six times for the wheelchair.

But after we lost the wheelchair and couldn't pay for a new one, the authorities asked for Rs 6000 for the lost wheelchair."

"The authorities asked us to keep the phone as security when we couldn't pay up for the wheelchair," Raju's wife added.

Meanwhile, Congress General Secretary, Digvijaya Singh in this context, took a jibe at the Telangana Chief Minister and said that the latter who can spend crores on his house with bullet-proof bathroom, cannot even afford to provide wheelchairs in the state's government hospital.
