North Korea has said to the United States that it would halt nuclear testing if Washington cancels its military drill plans with South Korea in 2015.
According to the Independent, Washington said that the linking of the military drills with a nuclear test was "an implicit threat" but said that the country is open to discussions with North Korea.
The U.S. had earlier refused to cancel military drills with their 28,500 troops in South Korea despite tensions.
The U.S. has been saying that North Korea should demonstrate its seriousness regarding nuclear disarmament before talks commence.
The proposal from North Korea came in the wake of the controversial comedy The Interview's release that shows a fictional plot to assassinate the leader of North Korea Kim Jong-un.
