The Lok Sabha and Rajya Sabha were adjourned till 2 p.m.on Monday, after some members in both houses did not allow proceedings to commence.
In the Lok Sabha, Speaker Meira Kumar managed to deliver an obituary notice condoling the death of former union minister Devendra Prasad Yadav, before being forced to adjourn proceedings after some members moves towards the Well of the House with demands for maintaining a united Andhra Pradesh and not to go ahead with the formation of the state of Telangana. Members also demanded an explanation for the violence in Kashmir.
The Rajya Sabha had to be adjourned thrice on Monday-once shortly after 11 a.m. a second time at 11.25 a.m., and finally at noon after it recovened with Chairman Mohammad Hamid Ansari in the chair.
The third adjournment of the Upper House took place over a disagreement over the order of precedence in delivering speeches before members of the house.
The Rajya Sabha chairman had earlier given permission to Leader of Opposition Arun Jaitley to address the house, but some members indulged in repeated sloganeering over the violence in Kashmir, forcing the former to adjourn proceedings.
