According to Russia's new military doctrine signed by President Vladimir Putin, the country believes that NATO's military buildup near the border poses the biggest threat to the country.
According to Stuff.co.nz, Russia has also raised the possibility of using precision conventional weapons as a "strategic deterrent".
However, NATO authorities denied that it was a threat to Russia and accused the nation of undermining European security.
NATO spokeswoman Oana Lungescu said that the alliance did not pose any threat to Russia or any other nation.
The new doctrine comes amid Russia's tension with the West over Ukraine crisis.
