Seven people have been injured in the twin blasts at a gas station in Philippines' city of Tacurong on Mindanao Island, local police said on Tuesday.
In the first explosion an improvised explosive device was thrown on the roof of the gasoline station, local media reports said.
A police spokesman that two soldiers, three policemen and two civilians were wounded in a second blast which went off several minutes later as security forces were trying to cordon off the area.
Two suspects have been arrested in connection with the bomb blasts.
Terrorist groups of Abu Sayyaf and Maute are active in the area where the two blasts occurred.
Both terror groups are involved in criminal activities, including rape and drug trafficking.
