The two men captured by Ukrainian troops in the rebel-held eastern region of the country have reportedly confessed to being members of the Russian armed forces, but stressed repeatedly that there were no Russian troops involved in fighting.
During an interview at a military hospital in Kiev by members of the Organization for Security and Co-operation in Europe (OSCE), the men revealed that they were on a "reconnaissance mission" to Ukraine and were although armed, had no orders to attack, reported the BBC.
The OSCE said that the two soldiers had been asked to rotate after three months and both of them had been on missions to Ukraine before.
While Russia has consistently denied backing pro-Russia separatists in Ukraine, it has not responded to the latest claims.
The Ukrainian government, Western leaders and Nato have maintained that there was clear evidence that Russia has been supplying heavy weapons to rebels in east Ukraine.
