Vice President Hamid Ansari called lawmaking a serious exercise for proper governance as he addressed orientation programme for newly elected members of upper house of the parliament on Saturday.
Ansari acquainted the first time members of the upper house with roles, responsibilities and functioning of the parliament.
Ansari, who is the chairman of upper house of parliament, said a second look on laws is necessary.
"Lawmaking is a part of governance of the country. Lawmaking is essential for proper governance. Lawmaking, therefore, is a very serious exercise and the intention was that even if the exercise is done seriously in one chamber, it should be given a second look in other chamber," he said.
The Vice President explained the upper house as a second chamber, which facilitates the opportunity of a second look at things for the parliamentarians.
He also advised new members to give answers during question hour.

Meanwhile, deputy chairman of the upper house, P.J Kurien stressed upon the importance of understanding responsibilities while enjoying the honour of being a member.
"It's a great privilege to be a member of parliament. It's a great honour. But privilege and honour go with responsibility," said Kurien.
The Vice President stated the decline in performance of the house leads to losing confidence of people and also emphasised on the need for scrutiny of legislations.
