Government forms 'Disha' for effective implementation of schemes

The Union government on Thursday formed a District Development Coordination and Monitoring Committee (DDCMC) in place of the District Vigilance and Monitoring Committee (DVMC) for effective implementation of Central government schemes.

Rural Development Minister Narendra Singh Tomar made the announcement in the Lok Sabha, saying the new committee has been named "Disha" in short.

"Disha has been constituted for effective development, coordination and almost all the programmes of Central government will be covered under this," Tomar said.

He said the change was necessitated because the earlier DVMC's jurisdiction was only in the rural development sector and there were regular complaints regarding the effectiveness of this committee.

"The main purpose of this committee will be to coordinate with Central and state governments and local Panchayats for successful and timely implementation of the schemes," Tomar added.

He also assured the house that efforts will be made to ensure the participation of people's representatives at all levels.

The Minister also announced that the "Disha" Committee will ensure that programmes are implemented as per guidelines and it will review the flow of funds and their timely utilisation.

"The meetings should be arranged on third Saturdays of February, April, July and October and no change of dates will be permissible," he said.

He also said that instructions have been issued to hold the first meeting of Disha on August 13.
