Lt Governor Anil Baijal's speech on Monday was an "uninspired summary" of the AAP government's publicity campaign ahead of municipal elections, BJP leader Vijender Gupta said.
Calling Baijal's address "highly disappointing", Gupta said it failed to present the Arvind Kejriwal government's vision for Delhi's future.
"The Delhi government lost the opportunity to spell out its action plan for the future, especially for fiscal 2017-18," he said.
It was Baijal's maiden address to the house after he assumed the office in December.
Gupta said he expected a concrete plan for the city's development, "especially in view of Kejriwal's dream of turning Delhi into Paris and London.
"There is no vision as to how the city will be made clean, green, healthy and smart through municipalities."

The BJP leader said the poll promises made in the AAP manifesto like Swaraj Budget, Mohalla Sabhas and Aam Admi Canteens had done a vanishing act from public domain.
