Lynching of youths: NHRC notice to Andhra on police role

The National Human Rights Commission (NHRC) has issued a notice to the Andhra Pradesh government over the questioning of two injured youth by the police instead of rushing them to hospital. The youths, who had been thrashed by a mob, died later of their injuries.

According to the commission, which took cognisance of the issue through media reports on Wednesday, the two young men continued to be beaten even after the arrival of police. The incident was reported from Mohammadiya Palem in Guntur district.

The victims were beaten up by the mob which suspected them of having a role in the death of a 19-year-old girl.

"The boys were seen half naked trying to bring out the listless body of the girl from her home saying that she needed medical help," a statement said.

"The villagers thought that both tried to molest the girl and killed her as she might have refused their advances. The large crowd gathered on the spot tied both the young boys to a tree and assaulted them with bricks and cricket bats," said a statement from the commission.

The commission has observed that the incident raises a serious issue of violation of right to life and negligence by public servants.

"The reported police action indicates their insensible mindset. Their priority in such a case should have been to save the life. Accordingly, the commission has issued a notice to the Director General of Police, Andhra Pradesh calling for a report in the matter within four weeks," said a statement from NHRC.
