The Congress on Wednesday said Prime Minister Narendra Modi should apologize over Uttarakhand and the minister who must have advised him to impose President's Rule there must resign.

"They accused us of horse trading in Uttarakhand but it was the BJP and not the Congress which indulged in horse trading as they took away nine Congress legislators. I want to ask why and how the nine (Congress) MLAs came to you," Congress leader Kapil Sibal said here.

He said the central government imposed Article 356 in the hill state due to its "hunger for power".

Sibal said the Modi government had abused the constitution in the past two years.

"Thirty-three percent people of the population is suffering from a severe drought and the government is not doing anything about it," he said.

He accused Modi of making false promises.
