Murder convict absconding for 26 years held

A convict on the run for 26 years after jumping parole in a case of murder that he committed nearly 37 years ago has been arrested from west Delhi, police said on Monday.

Police said Onkar Singh, 61, was arrested on Sunday on a tip-off from Vishnu Garden area where he was living and working as a private security guard in a residential enclave.

"Onkar Singh is a proclaimed offender. Vigilance Branch officials had prepared profiles of offenders evading arrest for long and succeeded in arresting him," Deputy Commissioner of Police Ishwar Singh said.

After changing his appearance, Onkar Singh was working as a security guard for the last five years, he said.

Onkar Singh, along with his accomplices Devender Kumar, Lovely, and Ravinder Kumar murdered Parminder Kumar, 25, on November 25, 1980.

The deceased was a vendor of readymade garments in Paharganj area and was killed over a paltry Rs 35, the officer said.

A local court on May 15, 1982, sentenced Ravinder Kumar and Onkar Singh to life but acquitted Lovely and Devender Kumar. Onkar Singh filed appeals in the Delhi High Court and Supreme Court but his conviction was upheld.

Onkar Singh remained in judicial custody till 1989 and was given parole the same year to get married. He jumped parole in 1991, the officer said.

He later shifted to Ludhiana in Punjab, Bikaner in Rajasthan, and Haridwar, Ghaziabad, and Modinagar in Uttar Pradesh before returning to Delhi where he stayed in Raghubir Nagar, Bhajanpura, Uttam Nagar, and other places before settling in Vishnu Garden area, the officer added.
