Official blames rain, not system failure for Kashmir floods

The recent massive floods in Kashmir were not due to the failure of the flood warning system but because of extremely heavy rain, the water resources ministry said Friday.

"Kashmir floods were not because of failure of warning system; these were because of extreme rain," Central Water Commission (CWC) Chairman Ashwin Pandya said here.

"The rainfall was 600 percent of average... The rainfall that should have occurred in a month, occurred in four days," he said.

"Flood forecasting is point specific in our case and a lot depends on state support," he added.

He added that the CWC is upgrading its systems to provide flood forecast from more centres.

Pandya said that the organisation has largely focussed on collecting hydrological data as part of its international commitment to Pakistan under the Indus Waters Treaty.
