Panel to monitor observance of poll code in Nepal

Nepal's Election Commission has formed a high-powered committee to monitor observance of the election code of conduct by candidates ahead of the Nov 19 Constituent Assembly elections, officials said Sunday.

The EC is preparing to take tough measures following instances of violation of the poll code by candidates of political parties across the country. It has, therefore, formed an eight-member committee headed by Chief Election Commissioner Nil Kantha Uprety, reported Xinhua.

"The committee will be responsible for taking action against the defaulting candidates on-the-spot," Upreti told media persons.

The code of conduct prepared by the EC bans chartering helicopters and planes for campaigning. It has also forbidden campaigners from using wall painting, banners, face painting, loud speakers and billboards.

The candidates are allowed to design only monochrome posters, not exceeding 180 square inches in size. The EC prohibits them from indulging in insulting language, character assassination and intimidation during the campaign.

Any party or candidate violating the rule will be fined Nepalese Rs.10,000 (about $102) in accordance with section 29 of the EC Act.
