The NATO chief made the remarks at a joint press briefing with EU High Representative for foreign affairs and security policy Federica Mogherini, Xinhua reported.
Donetsk and Luhansk, two independence-seeking regions in eastern Ukraine, held "presidential and parliamentary elections" Sunday amid criticism from Kiev and the West.
