A postcard mailed to the Goa Secretariat bearing the initials of the Islamic State terror group and a warning to Prime Minister Narendra Modi and Defence Minister Manohar Parrikar for pursuing "anti-beef" policies was a hoax, police said on Tuesday.

Inspector General of Police Sunil Garg told reporters that extensive investigation conducted over the postcard, whose content was "written in poor English" and in a capital letter scrawl, had led police to the conclusion.

"It was a prank. There is nothing to the letter," Garg said.

On January 19, police said its anti-terror squad was investigating a postcard which arrived at the Secretariat and which threatened former chief minister Parrikar and Modi with dire consequences. The letter was handed over to Goa Police by state administration officials.
