Safety regulations violation led to Chennai building collapse: Panel

Violations of building rules and disregard of safety aspects led to the collapse of 11-storied building being constructed here last year, killing 61 people, said the enquiry commission.

The report of Justice R.Regupathi commission of inquiry taking up all issues relating to the building collapse was tabled in the assembly on Tuesday.

The commission also recommended enactment of comprehensive law, setting up a committee and special squads to inspect mega construction projects.

As to the cause of the building collapse, the report charged the builders with deviating from the approved plan.

The commission held Prime Sristi Housing managing director Manoharan, structural engineer S.Venkatasubramaniam, consultant architect Vijay Bargotra and supervisors responsible for the illegal construction.

It also recommended insurance coverage, triangular responsibilities among the bank, builder and customer, and making mega construction builders to deposit sizeable sum in fixed deposit for a period of 10 years.

The state government, accepting the recommendations, said it would explorte ways to assist the buyers and neighbouring property owners who suffered damages due to the collapse in getting compensation from those responsible for the loss.
