With elections to the Municipal Corporation of Delhi round the corner, aspirants from various political parties have started making myriad promises to woo voters. A poster by an aspirant from a national political party at a busy intersection in Mayur Vihar in East Delhi caught people’s attention for the “offer” it made: A free recharge to anyone who called on a certain toll-free number. It was only this January that the Election Commission had censured Delhi Chief Minister and Aam Aadmi Party (AAP) Convenor Arvind Kejriwal for his remarks on bribery at a poll rally in Goa. Kejriwal had allegedly asked voters to accept money from the Bharatiya Janata Party and the Congress but vote for the AAP in the Assembly elections. Does the free recharge offer qualify as “bribery”?
