A private agency has proposed coming up with a "Parliamentary Disruption Index". The index will be prepared every day when Parliament is in session and shared with media organisations as well as on social media.
The index will identify the member, who emerges as the chief disruptor during the course of the day, the political party he/she belongs to and the amount of time wasted.
The project has the blessing of the government, which has often felt helpless in the face of frequent disruptions, particularly in the Rajya Sabha, where it is in the minority. Government strategists believe the index will offer an opportunity to name and shame disruptors.
