At Monday’s Cabinet meeting, Rural Development Minister C P Joshi and Human Resources Development Minister Kapil Sibal locked horns over the educational tribunals Bill. Joshi raised some sharp questions, saying he was amazed that none of the recommendations of the parliamentary standing committee on HRD has been incorporated in the draft Bill. Sibal bluntly told Joshi that it was not mandatory for the government to accept standing committee suggestions. Later, however, another senior minister was quick to draw parallels between the educational tribunals Bill and the civil nuclear liability Bill saying, “For the nuclear liability Bill, we have accepted almost all the standing committee’s suggestions while Sibal didn’t accept any suggestion for the education tribunal Bill. Despite this the government faces trouble on the nuclear liability Bill!”
