With one crisis after another enveloping the government of India, some of the ministers engaged in fire-fighting seem perennially distracted. Presiding over a meeting in the human resources development ministry, Congress party troubleshooter Kapil Sibal could not take his eyes off the television in his room, much to the irritation of some of those who had come to attend what they regarded as an important meeting. The solution, says one official, is for the minister to let his officials run the ministry and take all decisions till the “Anna” and “telecom” crises blow over.
