This refers to the editorial "A welcome end" (August 18). The Plan panel of the socialistic pattern should be followed by a better institutional arrangement for a liberalised era. The proposed National Development and Reform Commission (NDRC) might be christened to highlight its job as a think tank rather than a development body. NDRC should be a guide and generate new ideas to enhance economic and investment opportunities on the lines outlined by Prime Minister Narendra Modi in his Independence Day speech.

However, what India needs is a more effective evaluation and implementation-guiding machinery in respect to development activities and projects that are currently underway. It should be a body with authority for course corrections and function as the trouble-shooter to rectify the dismal performance of several ongoing projects - obtaining approvals for land acquisition, handling unwanted resistance from interested parties, uncertain financial closures, heavy cost and time overruns and so on.
