Apropos the editorial "A wayward path" (September 2), the founder-director of the Central Bureau of Investigation (CBI) D P Kohli had exhorted the CBI personnel to follow the motto of "industry, impartiality and integrity". Over the years the organisation, once known for its efficiency has now become slow and tardy in investigating cases. Its success rate of prosecution is uninspiring and the instances mentioned in the editorial show how careless and complacent it has become even in cases involving industry leaders and bureaucrats.

It was because of the high personal and professional standing of these leaders and bureaucrats that the baseless allegations of the CBI against them did their business or social position no harm. But the humiliation of adverse publicity cannot be compensated by just withdrawing charges against them.

In the long run, there is a need for a specific Act (as of now it is an offshoot of the Delhi Special Police Establishment Act, 1946) to govern the objectives, scope, work procedures, duties, authority and accountability of the department.
