This refers to the editorial "Trouble with Asean" (April 16). Indonesia and Thailand have contended against the federalist aspect of the foreign direct investment (FDI) approvals. But a solution for their concern is doubtful. First, the constitutional position of FDI, as a part of the state or central list is disputed. Secondly, even if this contention is resolved and their concerns are addressed, other non-trade barriers, departmental clearances and regional strikes would still pose a big problem.
