Your edit makes a point that regional satraps are likely to have a free-run in smaller states. But is that a relevant consideration in the decision-making process? Does that factor weigh heavy enough to negate all the benefits of smaller states? Maybe, we need to rethink the political governance system in such a way that it runs in a truly democratic fashion rather than as a fiefdom of party bosses.
