Many papers have bemoaned the lack of business in the Lok Sabha over the last two years. The number of Bills passed by Parliament is among the lowest since Independence. But if the Bills first in line for passage are ill-advised schemes such as the Food Security Bill (that will lead to fiscal ruin and inefficient cropping patterns) and the Land Acquisition Bill (that will make it difficult to buy contiguous land), could it be that the stalling of business in the House has been of vital purpose for India's future? Indeed, perversely, has this been a good session of Parliament?
