<b>Letters:</b> New government exercises

This refers to the report "Cabinet Secy asks DIPP for brief for new government" (March 19). Such vital exercises by civil servants are part of the systems developed by parliamentary democracies the world over. These exercises take place when a new government comes in. But it would be useful if they cover not only the industrial policy and extend to sectors such as health, in the context of the unfavourable trends both in maternal health and infant mortality, and lagging millennium development goals. Take, for instance, the 3,000 rural clusters identified by the rural development ministry, which implements a scheme called the Provision of Urban Amenities in Rural Areas that had to conduct "village-linked tourism" as one of its tasks. If a position paper deals with the achievements of such projects, then it would be in national interest if the next government makes changes that are necessary for effective governance.
