The prime minister has created a committee headed by the Cabinet secretary to oversee the Commonwealth Games. This committee will, in turn, report to a group of ministers (GoM). Now, just wait till this GoM forms an inter-ministerial sub-group that will ask for a task force to be set up. This, in turn, will need an expert group that will constitute a study group with the help of a technical committee. All of them will then take an official trip to various Games venues. Their report will then go through a Mobius-strip chain of informal discussions, formal proposals, preliminary study, discussion documents, in-depth study, revised proposals, interim policy, implementation plan, final policy, revised implementation plan, final authorisation, and so on. The report will not be allowed to go beyond the fifth stage by which time the next government will come to power.
