The Supreme Court’s decision to form a special panel to probe the black money issue is welcome. But it is doubtful whether foreign banks will cooperate in the investigation to assess the amount of black money. The very purpose of stashing black money abroad is to ensure that investigation teams will not be able access it. When a person of a particular country involved in a criminal case in another country cannot be extradited without an extradition treaty, how can we expect foreign banks to disclose the amount of black money they have?
