This refers to the editorial "Needed: a shadow Cabinet" (May 19). The Bharatiya Janata Party, with a windfall majority, now has to struggle to fill some vital portfolios with its party stalwarts and may end up pushing square pegs into round holes. A "shadow cabinet" enables the major party in the Opposition to hit the ground running when it comes to power. The "shadow" minister is closely following developments in his chosen field and on assuming charge is seldom in doubt about the course of action he needs to take. Perhaps Modi could fill some key portfolios with professionals with an impeccable track record as was done by Atal Bihari Vajpayee, when R V Sahi was brought to the crucial power ministry as secretary, and made a significant impact.

Immediately identifying non-performing assets such as a large pool of unloadable wagons affecting the freight business, his carte blanche to create additional facilities soon had the whole fleet in service in no time.
