Apropos the editorial "A puzzling delay" (November 11), the recent debate between Arun Jaitley and P Chidambaram brought out the contrasting approach of the ruling party and the Congress to reforms in general. The former finance minister felt that the Bharatiya Janata Party (BJP) must now push through progressive legislation, using its enviable strength. Jaitley felt that political upper hand needs to be established in as many states as possible by the BJP before they take up the big-ticket agenda.
The BJP is clearly averse to parliamentary toil and would rather wait for accomplishments served to it on a platter. At what stage will the BJP decide to move on various proposals, be it labour reforms, the Goods and Services Tax and so on? A party that swears by growth appears reluctant to back it up with parliamentary and administrative gumption.
