With reference to "Ideas secretaries could benefit from" (January 12), there is nothing new from the leaders of big businesses. All regulatory laws begin with: You shall not do business or set up shop or factory without getting prior approval or clearance. Just change this rule, at least to allow small businesses without prior clearance but subject to compliance which the government can check or verify anytime thereafter.
Such a small change in law will help rapid, easy increase in small enterprises and generate employment while changing the mindset of governance. For instance, why should a micro-scale chemical unit in a notified government development zone need prior environment clearance that takes at least a year even after the pollution board's consent? This makes import from China an easier option. But will the secretaries think of ideas which reduce the role of bureaucrats? Maybe, the PMO should to really "Make in India".
