This refers to A K Bhattacharya's column "Mr Modi's governance pains" (New Delhi Diary, March 5). The author is right about the fact that there already are some fora for inter-state consultations along with the Centre. The basic problem is the diversity of interests of different states and how to come out with schemes that can cater to each state. Maybe, it would be a good idea to simply give central funds to the states in the proportion to their population without bothering about central schemes. Let each state use the money in a way it thinks is appropriate to its own situation.
