It is disturbing that only 10 states have notified the rules for the Right to Education Act that came into effect a year ago. The other bitter truth is that there is a shortfall of around 1.4 million teachers. To bridge this gap, the private sector should be encouraged on a larger scale and the public sector should be given a new lease of life because it provides affordable education to many students. It is also important to ensure a fair fee structure in the Indian educational system.
