This refers to A K Bhattacharya’s column “Marking time on reforms” (September 13). The UPA-I and UPA-II governments have believed that the two successive mandates they received to govern against the backdrop of the NDA’s failed “India Shining” campaign indicates that Bharat must be given priority over India. This belief, probably mistaken, has been shaping their policies all along. As a result, the shift towards the Left of Centre has been quite evident. Disinvestment has also taken a backseat in keeping with this belief. In fact, as a result, it is not surprising that the much-needed reforms are languishing.
