Lock-in conditions

After reports of bugging in the finance ministry, all key bureaucrats in North Block have been advised to keep the secret key to their rooms on their person and lock them whenever they go out. A department under the home ministry that has been the caretaker for the rooms in North Block has told some officials that they should use their secret keys to open the doors for the cleaning staff as well. It seems that the home ministry doesn’t want to be held responsible for any possible security breach in the finance ministry.
