When the Right to Information (RTI) Bill was passed, it was seen to be a tool that would allow private citizens to get information from a government that was reluctant to part with this. Ironic then, that one wing of the government should be using RTI applications to get information from the other. The Planning Commission, which works closely with various infrastructure ministries like the surface transport one, is finding it difficult to get information, so an official has put in an RTI application asking for information from the surface transport ministry.
