Kamal Nath has a problem. He would like to build 20 km of national highway every day. For this, he reckons that he needs 80 qualified contractors. Unfortunately, he finds that he has only 28 such. It gets worse. Half of the 28 are from Andhra Pradesh. And of those, 12 are led by or belong to members of Parliament! Nath’s mystified query: Are they MPs because they are big contractors, or are they contractors because they are successful MPs? Our question: Does it matter?
