So, when Pushpa Kumar Dahal (Prachanda) resigned as Nepal’s prime minister and cited India’s heavy hand in the region, Mukherjee did not speak to any of Nepal’s leaders. Instead, it was left to Foreign Secretary Shiv Shankar Menon to prepare reports on the matter for the government.
