The Planning Commission website has an elaborate and informative home page bristling with dynamic links to various recent studies and so on. Tucked away in one corner is a box naming the key office-bearers: chairman, deputy chairman and so on. Since the prime minister of India is always the chairman of the Planning Commission, the current incumbent, Manmohan Singh, is duly listed in that position. Now, the prime minister is one of the most photographed leaders in the government of India by virtue of his office. Yet, the picture box near Singh's name is empty, with a neat sign stating "photo not available".
