North Block is ready to welcome its new finance minister. The minister's office on the first floor has been refurbished and other corridors have been cleaned thoroughly in case the minister plans to inspect the sandstone building. The flower pots have been painted or replaced and central air-conditioning is being installed in parts of the vast British-era building. But what really catches the eye is the saffron-coloured blinds that have been put up along corridors. Coincidence? The man making the blinds sitting in the North Block corridor says the colour was chosen by the administration,
