Quality consciousness and cleanliness are two important ideals espoused by the new Narendra Modi government at the Centre. But publicity counts too. Weeks after the new government took charge, the ministry of agriculture began to prominently display a plaque declaring that the Department of Agriculture Research and Education (DARE) and Indian Council of Agricultural Research (ICAR) are ISO-certified organisations, a label that establishes their quality globally. The certification was granted some time ago but it was only after the new government took over that the decision was taken to display it prominently.
