Shoots or weeds?

Not everyone thinks that what are being touted as signs of a turnaround are ‘green shoots’. Commerce Secretary Rahul Khullar was asked about the ‘green shoots’ when he took charge of his new job. His reply: “I do not know if they were shoots. To me they seemed like weeds.” Ouch!
