Most would agree that the Congress party will be lucky if it manages to pick up even a couple of seats in Bihar, now that Lalu Prasad and Ram Vilas Paswan have decided to go their own way. So it comes as a surprise that there should be charges that the Bihar unit of the party has ignored the bona fide claims of long-term party loyalists and given tickets to persons for extraneous reasons.
