Thanks to the NDA's decision to cripple Parliament, it was curtailed after 17 days instead of the allocated 23 days. But even within this, it functioned for much less time than it was supposed to. On average, the Lok Sabha worked for four hours a day against the scheduled six while the Rajya Sabha worked three hours a day instead of the scheduled five. With both houses spending around 45 per cent of their curtailed time on legislation (question hours and non-legislative issues like floods and the Hyderabad blasts took up the rest), it's hardly surprising Parliament has more pending matters than when it began "" 71 bills were pending from before and 74 are now pending. As per plan, a total of 25 bills were to be passed (11 were passed) and 25 introduced (16 were introduced).
While the list of pending bills includes one to set up an airport regulatory authority, the one bill which many are relieved was not passed was the one aimed at limiting the tenure of the AIIMS Director!
