Narendra Modi's Swachh Bharat campaign may be targeted at spreading awareness of civic cleanliness by getting government servants to clean their offices today, but even this exercise is not free of the very Indian problem of hierarchy. Over the past few days, many hours in government offices have been lost determining who gets to use what kind of broom. As D-day neared, several offices decided that ministers and secretaries would get the largest brooms, the kind that are used to clean high streets and can be wielded standing upright. Other officials and junior employees will have to make do with the humble jhadu that are used for domestic cleaning and requires considerably more bending.
